This is the single most useful page on this site. The application form is a contract, you sign and thumbprint it, and almost nobody reads to the end. We have. Below is every clause, what it means, and which ones have a price attached.

The six that matter most
- Clause 10 — you lose 20% if it is cancelled. Calculated on everything you have deposited. Taxes and DHA charges are not refunded at all.
- Clause 13 — corner and park-facing plots cost up to 15% more. The management decides the category. The list price is a floor.
- Clause 7 — 20% down within 30 days, and the payment plan can never be changed. The form’s own table prints 27 days for the 2-year plan.
- Clause 8 — only lump-sum buyers get an Allotment Letter. Everyone else is trading Intimation rights, which is a different asset.
- Clause 17 — the plan can change and that is not grounds for a refund. Read that against the lake.
- Clause 3 — your application can be rejected without a reason and the processing fee is still forfeited.

Clause 1 · One form, one plot — but apply as often as you like For information
A single application form books one plot. There is no cap on how many applications one person may submit. Each one costs another non-refundable processing fee.
Clause 2 · Who may apply For information
Any holder of a valid CNIC, or a NICOP for overseas Pakistanis. Nothing else is required at application stage.
Clause 3 · The processing fee is gone either way Read carefully
It is non-refundable, non-adjustable and non-transferable. The management may reject any application at its sole discretion without giving a reason, and the fee is forfeited even then.
Clause 4 · Allotment is by computerised ballot For information
Plots are allotted through a computerised ballot, not on a first-come basis. Paying more, or paying earlier, does not improve your odds.
Clause 5 · How you will be told the result Read carefully
By email to the address on your form, by upload to the official DHA website, and by hard copy to your postal address. Once the email is generated it counts as delivered — if your address was wrong, that is your problem, not DHA’s. Check every character before you submit.
Clause 6 · Intimation Letter For information
Issued after the ballot result is confirmed and after your lump sum or down payment lands, together with all charges and government taxes.
Clause 7 · The 30-day clock — and the 27-day one This one costs money
Your payment is due within 30 days of the ballot date: 100% for lump sum, 20% down for the 1, 2 and 3-year plans. The form’s own table prints 27 days for the 2-year plan. Your chosen payment plan can never be changed afterwards. Miss the deadline and the allotment cancels automatically and the processing fee is forfeited.
Clause 8 · Intimation rights are not a title deed This one costs money
Once 20% is paid (100% on lump sum) you may transfer through the normal procedure, and the remaining instalments carry over to the buyer. But only a lump-sum payer gets an Allotment Letter — the actual title document with an absolute right to transfer. Everyone else is trading Intimation rights.
Clause 9 · What counts as default This one costs money
Two consecutive missed instalments, a final instalment more than four months late, or an “inconsistent pattern of instalment payments”. You get a 30-day formal notice; fail to clear everything and the allotment is cancelled, with a penalty on the overdue amount at a rate the management sets.
Clause 10 · If it is cancelled, you lose a fifth This one costs money
Refunds are made after deducting 20% of the total amount you deposited as administrative and processing charges. DHA charges and government taxes already paid are not refunded at all. No interest, no compensation for the time your money was held. Payment arrives within 120 business days.
Clause 11 · The title document comes last Read carefully
The Allotment Letter is issued only after the entire sale consideration and every due, charge and tax is paid. You are liable for government taxes as they stand at the time of each payment — including taxes introduced or increased after you applied.
Clause 12 · You are bound by CDA rules too For information
Allottees must follow the management’s bye-laws and the rules of the Capital Development Authority.
Clause 13 · Corner and park-facing plots cost more This one costs money
A premium applies to preferred categories — corner, boulevard, park-facing. Typically 10% for one category, capped at 15% combined for a plot in several. The management alone decides the category. This is why the advertised price is a floor, not a price.
Clause 14 · Possession has three conditions Read carefully
You can build only after the management announces possession for your area, AND the plot is paid in full with all dues and taxes, AND your building design is approved. All three, in that order.
Clause 15 · Force majeure For information
No liability for delay caused by events beyond reasonable control — acts of God, war, terrorism, government regulation, judicial restraint, strikes.
Clause 16 · Data privacy For information
You consent to your personal data being collected, used and stored for the booking, the ballot and future project communications.
Clause 17 · The plan can change and you cannot object This one costs money
Management reserves the right to alter the project plan, site dimensions and amenities, subject to regulatory approval. Such changes are expressly not grounds for cancellation or refund. Read that against every render you have been shown.
Clause 18 · Disputes go to Islamabad courts For information
Exclusive jurisdiction of the courts of Islamabad, Pakistan.
Clause 19 · The terms themselves can be amended Read carefully
Management may amend these terms, giving applicants prior notice by email.
How payment is actually made — and the fraud check
Clauses 3 and 7 both specify the channels. This is worth memorising, because it is the single best protection against the most common plot fraud in Islamabad.
Pay Order or Demand Draft
Drawn in favour of “Margalla Enclave”, NTN # F907422-6. Submitted with a physical application at the DHA Head Office or the site office.
KUICKPAY (online)
Through the challan generated on the DHA website.
Askari Bank, over the counter
At any Askari Bank branch, again using the online-generated challan from the DHA website.
The one-line fraud check. Every pay order or demand draft must be drawn in favour of “Margalla Enclave”, NTN # F907422-6. Not a person. Not a dealership. Not an “authorised agent”. If anyone asks you to make it out to any other name, or to transfer to a personal bank account, stop and call DHA on +92 51 111-555-400, extension 1307 (also 1244, 1258, 1381).
Two more things the form tells you that nobody mentions
You may apply as many times as you like
Clause 1: one form books one plot, and there is no restriction on the number of applications a single applicant may submit. People do use this to improve their ballot odds. Each application costs another non-refundable processing fee, so it is a calculation, not a free option — ten 5 Marla applications is PKR 100,000 that does not come back.
You carry future tax increases
Clause 11: you are liable for government taxes as they stand at the time of each payment, “including those introduced or revised after the application date”. On a three-year plan that is twelve quarterly payments across three federal budgets. Rates moved in your favour this year — 236K fell to a flat 1.5% — but the clause runs both ways.
Get the form yourself
Do not take a dealer’s photocopy or a screenshot of a price table. Download it from DHA: Application-Form.pdf. Application numbers on the current form carry the prefix M0726. Read to the end before you sign, and keep your customer copy of the acknowledgement receipt — it is the only proof you paid.
