Transferring a Margalla Enclave plot

When it is allowed, what has to happen, and an honest account of which fees we could verify and which we could not.

When a transfer is allowed

Clause 8 sets the threshold. On an instalment plan, transfer is permitted once 20% of the payment has been deposited, together with applicable DHA charges and government taxes, through the normal transfer procedure. On the lump-sum plan it is 100% — at which point an Allotment Letter is issued and the holder has an absolute right to transfer title.

What actually moves depends on which you hold. A lump-sum holder transfers title. An instalment holder transfers Intimation rights, and clause 8 carries the remaining instalment schedule across to the buyer. Why that matters.

The sequence

  1. Buyer verifies the document at DHA. Before anything else and before any token money. The checklist.
  2. Seller obtains DHA’s confirmation of outstanding dues — instalments, surcharges under clause 9, and any category charges under clause 13.
  3. Both parties attend DHA with original CNICs, the original letter and photographs. If either side sends an attorney, the power of attorney must be properly attested and unrevoked, and DHA must accept it.
  4. Taxes are paid. Section 236C on the seller and 236K on the buyer, at the rates in force on the day of transfer. Rates and the working.
  5. DHA transfer fee is paid and the transfer is recorded.
  6. New document issued in the buyer’s name. Do not consider the deal done until this exists and you are holding it.

What it costs — and where we stop

We are not publishing a DHA transfer fee schedule, and here is why. Figures circulate widely for this project — PKR 77,000, 177,000 and 191,000 for the three residential sizes, plus a flat set fee. Every version we could trace leads back to one marketing website rather than to a DHA circular. We did not find a DHA-published schedule for Margalla Enclave.

Numbers of that shape are plausible and may well be right. But a transfer fee you budget from a dealer’s webpage is a number you have not checked, and the whole point of this site is not doing that. Ask DHA directly on +92 51 111-555-400 extension 1307 (also 1244, 1258, 1381) for the current fee for your plot size, before you agree who pays it.

What we can tell you with confidence is which items exist and must be budgeted for, even where we cannot state the rupee figure:

  • DHA transfer fee — exists; amount to be confirmed with DHA.
  • Outstanding instalments and any surcharge — clause 9 confirms surcharges apply; the rate is set by management and not published.
  • Section 236C, seller — 2.75% for filers under the Finance Act 2026.
  • Section 236K, buyer — 1.5% for filers.
  • Category premium under clause 13, if not already settled.
  • Dealer commission, if a dealer is involved — agree the percentage and who pays it in writing, in advance.

On dealer commission specifically. A customary rate is often quoted in this market. We found no authoritative source for it, so we are not printing a percentage that would then get repeated as fact. Agree it with your dealer before they start work — that conversation is easier before a deal than during one.

Other things we could not verify

In the interest of being useful rather than merely confident:

  • Non-filer rates under 236C and 236K
  • Whether a separate “late filer” tier still exists after the Finance Act 2026 reform
  • Islamabad Capital Territory stamp duty and CVT percentages
  • DHA’s own transfer and membership fee schedule for this project

Each of these is answerable by DHA or FBR directly, and we would rather point you there than fill the gap.

Tax rates: read this before you rely on a number.

Advance-tax rates under sections 236C and 236K move with each Finance Act and can be changed by SRO between budgets. The figures below are what we read on the dates shown. Confirm the rate that applies on the day your transfer is actually executed — not the day you agree the price. Your filer status on the Active Taxpayers List at that moment is what the rate is charged against.
