Reviews of housing schemes are usually written by the people selling them. This one is written by people who also sell in it, which is why it is built entirely from documents you can open yourself: the application form, the environmental assessment, the CDA register and the FBR budget paper.
What is genuinely good
The structure
A joint venture with the CDA itself, CDA 55% / DHA 45% share of the developed plots on roughly 10,000 kanal in the Kuri area. Not on the CDA illegal-schemes register. NOC & status.
The paper trail
A 183-page EIA with a full plot count (7,507), exact published prices to the rupee, and one named payee with an NTN. Most Zone IV schemes offer none of these. Official links.
A possession ceremony
DHA held its first possession ceremony in May 2026; its videos are dated 22 May. Dealer pages say selected ME-2 streets on 21 May, but DHA has not published which. What to ask DHA.
Lower tax in 2026-27
Flat 1.25% buyer and 2.75% seller advance tax for filers, 7E gone. Taxes.
What the contract takes away
| Clause | What it says | What it costs you |
|---|---|---|
| 10 — refund | 20% deducted from the total deposited; taxes and DHA charges not refunded; 120 business days | On a 1 Kanal 3-year plan, walking away after the first year forfeits about PKR 79 lakh: 20% of the roughly PKR 3.97 crore paid by then |
| 8 — allotment | Only lump-sum payers receive an allotment letter; instalment payers hold intimation rights until paid up | A “file” is a weaker thing than a plot. Why it matters |
| 13 — category | Typically 10% for corner, boulevard or park-facing; 15% maximum combined | Up to PKR 1.09 Crore on a 1 Kanal; DHA’s management decides the category |
| 17 — alterations | Plan, dimensions and amenities may change; no cancellation or refund on that ground | The Lake District’s lake has no contractual guarantee |
| 7 — plan is final | The chosen plan cannot be changed; 2-year down payment window printed as 27 days | Choose the plan you can carry in a bad quarter, not a good one |
DHA Application-Form.pdf, dated 14 August 2026, read 1 September 2026. Clause numbers as printed.
The five open risks
- No 4th round announced. Three rounds so far, each dearer; none scheduled as of 4 November 2026. Balloting.
- The rest of the Park Road package. The underpass itself opened in September 2026 after missing its 30 July 2026 target; the overhead structure and service roads are not confirmed finished. Access.
- Development beyond the streets covered by the May 2026 ceremony (DHA has not said which). The portal’s own FAQ still answers “Under-development.” Status.
- Two land-use lines below CDA minimums (public buildings 4.67% against 5%, graveyard 0.16% against 2%). Land use.
- Price already up 74–91% since round 1 and 30–40% since round 2 (dealer copies of the earlier schedules), before any dealer premium. History.
Who it suits, and who it does not
It suits a buyer who wants an institutional scheme in Zone IV, can carry the plan they choose through a bad year, and is buying a specific plot after seeing the papers — ideally in a block with visible work. It does not suit a buyer who needs to be able to exit cleanly (clause 10), who is buying a Lake District plot for the lake and cannot afford to see it deferred (clause 17), or who is buying a file on a WhatsApp price without checking clause 8.
The comparison puts the scheme against its neighbours.
Is it a good investment?
Our position, stated first. This site is run by a property consultant who earns a commission when plots change hands. That is a bias towards transactions; read the rest knowing it.
The headline price is not the price
Add up to 15% category premium under clause 13, DHA charges the form does not quantify, and 1.25% withholding under 236K for filers. A 1 Kanal at the 3rd-ballot lump sum costs meaningfully more by the time it is yours. Work out the all-in figure.
The exit is narrow
You cannot sell a quarter of a plot in a bad month. On an instalment plan you are selling Intimation rights, not title, which is a smaller market. Exiting by cancellation instead of sale costs 20% of everything deposited under clause 10.
The returns people quote are not evidence
Resale-premium figures circulate widely, and none we traced led to a recorded transaction rather than a marketing page. Rising ballot prices are DHA’s pricing decisions, not market outcomes. Price history.
There are documented grievances
Villagers from Kurri and Raiyara protested in January 2025 over compensation and a land-records error, and we found no reporting on how it was resolved. The detail. This is disclosure, not a prediction.
What would have to be true for it to pay
- Access keeps improving now that the Park Road underpass is open.
- Possession spreads well beyond the streets covered by the May 2026 ceremony.
- The Lake District and the commercial spine are built rather than altered under clause 17.
- Islamabad property broadly holds up over your holding period.
- You can pay every instalment through a bad year without triggering clause 9.
The first four are outside your control. The fifth is entirely inside it, and it is the one that decides whether this works for you. If losing 20% of your deposit and waiting 120 business days for the rest would change your life, the plot is too big: buy a smaller one, or take the longer plan with the instalment you can carry. That is as close to advice as a web page should get, and it is not investment advice.
Questions people ask
Is Margalla Enclave a good investment?
It depends on which risk you are buying. The scheme has a CDA-DHA structure, a published EIA and a possession ceremony held in May 2026 (DHA has not said which streets); it also has a 20% refund deduction, a clause letting the plan change without refund, an underpass that opened only after missing its original target, and a price that has risen 74–91% since round 1 and 30–40% since round 2, going by dealer copies of DHA’s earlier schedules. What would have to be true for it to pay is set out below.
What are the disadvantages of Margalla Enclave?
From the documents: refund carries a 20% deduction (clause 10); only lump-sum payers get an allotment letter before paying up (clause 8); DHA may alter the plan and amenities without refund (clause 17); public-building and graveyard land use are below CDA minimums; the Park Road underpass missed its original opening target before finally opening in September 2026; and the 500-kanal lake the EIA describes for the Lake District is planned, not built.
What are the advantages of Margalla Enclave?
A joint venture with the planning authority itself, absence from the CDA illegal-schemes register, a public environmental assessment with a full plot count, exact published prices, three fixed payment channels with a named payee and NTN, and a first possession ceremony in May 2026, though DHA has not said which streets.
Is Margalla Enclave better than Bahria Enclave?
They are neighbours with different structures. Margalla Enclave is a CDA-DHA JV. Bahria Enclave is a private developer’s scheme, launched by Bahria Town years before Margalla Enclave’s first ballot on 24 February 2025 (Wikipedia gives the launch as 2011 in one place and 2013 in another). Bahria Town received a CDA show-cause notice in January 2026 over another of its Islamabad schemes. DHA’s own FAQ still answers “Under-development” for Margalla Enclave. We have not measured how much of either scheme is built. Our office is in Bahria Enclave, so weigh our view accordingly. Neither scheme is right for everyone.
