Short answer: on paper, yes; on sale, no. The CDA board approved starting a “Margalla Enclave Phase-II” joint venture on 14 May 2025, with a government entity as the development partner (CDA board minutes, item 9.1). Dawn reported on 6 September 2025 that the federal cabinet approved the CDA’s summary on 21 August, for about 8,300 kanal: 7,800 in Kuri and 500 in Humak (Dawn). No partner, map, form, prices or launch date has been announced as of 4 November 2026, and DHA has published nothing about it. The scheme on sale today is one scheme of 7,507 plots on 10,443 kanal in Zone IV, sold through three ballot rounds.
What “phase 2” can mean
“Phase 2” can mean three different things, depending on who is using it. We have not counted how often each meaning is used.
- The second ballot round. The scheme launched in a booking window from 15 Jan – 14 Feb 2025, balloted on 24 Feb 2025, then re-opened for a second booking round in Q4 2025 at revised prices with a second ballot on 20 Nov 2025. A page that says “Phase 2 payment plan” may be quoting that second round’s prices, which are now superseded by the 3rd-ballot schedule, or it may mean the CDA’s Phase-II below.
- The later blocks. Dealer pages say DHA’s first possession ceremony (May 2026) covered selected ME-2 streets; DHA has not published which. Some people call everything that is not ME-2 “phase 2”. It is not a DHA term; the blocks are all part of the same master plan sheet, a dealer-circulated copy (PDF plotted 16 May 2025).
- The CDA’s Phase-II plan. Real, but not launched: approved by the CDA board and, per Dawn, by the cabinet, with no development partner chosen in any report we found. Anyone selling a “Phase-II file” today is selling something with no DHA or CDA form behind it. Separately, the master plan sheet marks two “Future Access” labels on the west and south-west edges. Each sits on a road drawn leaving the boundary, so we read them as future road connections. The sheet does not say what they connect to.
What the documents actually say
| Document | What it describes | Names a “Phase 2”? |
|---|---|---|
| Pak-EPA EIA (183 pp) | 7,507 plots, 6,990 residential, land use on 10,000 net kanal | No |
| Master plan sheet (a dealer-circulated copy of what appears to be DHA’s drawing; PDF plotted 16 May 2025) | 198 numbered streets, as we count them, in seven sectors of our own naming | No |
| 3rd-ballot application form (14 August 2026) | Prices for 5 Marla, 10 Marla, 1 Kanal and four commercial sizes | No. The form carries no round label; DHA’s result page calls the ballot “Launch III” |
| DHA project portal | The current scheme only | No |
| CDA board, 9th meeting of 2025 (14 May 2025), item 9.1 | Approves starting “Margalla Enclave Phase-II” as a joint venture, partner to be a government entity, subject to the Federal Cabinet | Yes |
| Dawn, 6 September 2025 | Cabinet approved the CDA summary on 21 August 2025; about 8,300 kanal (7,800 Kuri, 500 Humak) | Yes (reported) |

Why the distinction costs money
We have found no DHA or CDA form called “Phase 2”. A “Phase 2 file” that is really a second-ballot file sits at a second-ballot price, plus whatever premium the seller adds. The right comparison is not with the first round; it is with the current 3rd-ballot price for the same size — PKR 2.14 Crore for 5 Marla, PKR 4.2 Crore for 10 Marla, PKR 7.29 Crore for 1 Kanal, lump sum — and with the price history that shows how much of the gap is real.
If someone offers you a “Phase 2 booking” directly from DHA, ask which ballot round it is and for the DHA challan. DHA sells only through advertised ballot rounds with a form, a processing fee and a pay order to “Margalla Enclave”. The five patterns of plot fraud.
Questions
Is there a Margalla Enclave phase 2 map?
No separate one. The master plan sheet we read is a single drawing of the whole scheme, and it carries no “phase” label; our master plan page and street index are read from it.
Is there a Margalla Enclave phase 2 payment plan?
A dealer who says this may mean the second ballot round's schedule from late 2025, now superseded, or the CDA's planned Phase-II, for which no prices exist. The plan in force is the 3rd-ballot form dated 14 August 2026: 20% down, then 4, 8 or 12 quarterly instalments. Payment plans.
Will there be a phase 2?
The CDA has approved one on paper: its board on 14 May 2025 and, as Dawn reported, the cabinet on 21 August 2025, for about 8,300 kanal in Kuri and Humak. No partner, prices or launch date had been announced by 4 November 2026, so no genuine Phase-II file can exist yet.
