People search “Margalla Enclave underpass” because the road is the thing that decides whether a plot on paper becomes a house you can drive to. As of 5 November 2026 the latest reports we found say it is open (the most recent, 23 October 2026, calls it the “recently opened” underpass). Here is what is built by whom, what changed, and what is still not confirmed.
Two roads, two builders
| Road | Built by | Status | Source |
|---|---|---|---|
| 300-ft Jinnah Avenue (the main boulevard, formerly Kuri Road) | DHA I-R / CDA JV, inside the scheme | Road formation reported in progress, August 2026 | Dealer-reported; no press confirmation |
| Margalla Enclave underpass, Park Road | Capital Development Authority (CDA) — a separate CDA project | Open since Sept 2026, after missing its 30 July 2026 target | ProPakistani, 18 Sep 2026; Islamabad Scene, 20 Sep 2026 |
Underpass status read 5 November 2026. Jinnah Avenue status is a dealer report (margallaenclavedha.com, August 2026), not press.
The underpass, plainly
The underpass on Park Road is a CDA piece of infrastructure, not part of DHA’s internal roadwork. Its stated opening target was 30 July 2026; that was missed. ProPakistani reported it open to traffic on 18 September 2026, citing a motorist’s video of vehicles passing through. Islamabad Scene reported the same on 20 September 2026, and APP wrote on 24 September of the “newly opened” underpass, quoting commuters at the site. Bloom Pakistan, reporting on 23 October 2026 that a truck had struck the underpass’s new lights, called it the “recently opened underpass”. We found no report of a closure. As of 5 November 2026 we have found no formal inauguration announcement, no exact opening day, and no CDA notice, so we do not invent one. The CDA home page news list we read that day runs from 28 October to 2 November 2026 and has nothing on this underpass.
What is not confirmed: whether the rest of the wider Rs 10 billion Park Road package — an overhead structure and service roads, per ProPakistani — is finished. An underpass being driveable is not the same as the whole package being complete, and we are not claiming that.
What this affects: Park Road-side access. What it does not affect: the Jinnah Avenue frontage that DHA itself controls, which was never blocked by this underpass.
Several reports, no official notice. The opening is reported by ProPakistani (18 September 2026), Islamabad Scene (20 September) and APP (24 September), and Bloom Pakistan (23 October) calls it recently opened. None of them gives an inauguration date or cites a CDA notice, which is why this page gives none.
The route in
The project marker is plotted from the Pak-EPA EIA coordinates (33°41′46.00″N, 73°10′40.58″E) — it marks the scheme as a whole, not a specific plot. We do not have a verified coordinate for the underpass itself, so no pin is shown for it; treat the map as showing the two ends of the journey, not the road in between.
Jinnah Avenue, Kuri Road, and the names people search
The corridor is Jinnah Avenue (formerly Kuri Road). Older maps, older listings and most locals still say Kuri Road; DHA’s material says Jinnah Avenue. They are the same road. The scheme sits in CDA Zone IV, Islamabad with Bani Gala, Bahria Enclave, Park View City, Park Enclave as neighbours, and the environmental assessment fixes the site at 33°41′46.00″N, 73°10′40.58″E. Location, with the coordinates on a map.
Ring Road, interchange, bypass: what we could not find
Searches for a “Margalla Enclave interchange” or “Margalla Enclave bypass” are common. We found no primary document — not the EIA, not DHA’s portal, not a CDA notice — that names a dedicated interchange for the scheme on the Islamabad Ring Road. Until one exists, price the plot on the two roads above and treat any interchange story as a hope, not a feature.
DHA’s drive-time claims
- 5 minutes to Srinagar Highway
- 8 minutes to Faizabad
- 10 minutes to Zero Point
These come from the project site and are labelled as marketing. Drive them yourself, at the time of day you would actually commute, before you decide what “close to Islamabad” is worth to you.

Questions people ask
Is the Margalla Enclave underpass open?
Yes. Open to traffic, after missing its 30 July 2026 target. No formal inauguration ceremony or CDA notice has been found, and the rest of the wider Rs 10 billion Park Road package — an overhead structure and service roads — is not confirmed complete. The underpass is built by the Capital Development Authority (CDA) on Park Road and serves the Park Road side of the scheme. Status read 5 November 2026.
When did the underpass open?
No exact opening day or inauguration ceremony has been published. The stated target was 30 July 2026, which was missed. The earliest report we found is ProPakistani's of 18 September 2026, so it opened on or before that day. Islamabad Scene reported it open on 20 September 2026 and APP on 24 September 2026.
Which road is Margalla Enclave on?
Jinnah Avenue (formerly Kuri Road), in CDA Zone IV. The scheme’s own main boulevard is the 300-ft Jinnah Avenue. Neighbours are Bani Gala, Bahria Enclave, Park View City, Park Enclave.
Is there a Margalla Enclave interchange on the Ring Road?
We found no primary document naming a dedicated Margalla Enclave interchange on the Islamabad Ring Road or a bypass. The access we can source is Jinnah Avenue (the former Kuri Road) and Park Road via the CDA underpass. Treat any interchange claim as unverified until CDA or DHA publishes it.
How far is Margalla Enclave from Islamabad?
DHA’s own claimed drive times are 5 minutes to Srinagar Highway, 8 minutes to Faizabad, 10 minutes to Zero Point. They are marketing figures; we have not driven them with a stopwatch.
