Is Margalla Enclave legal? Does it have a NOC?

The CDA is a partner in this scheme, not an external regulator approving it, so there is no NOC of the kind a private housing society would hold — asking for one is asking the wrong question. What we can tell you is that we fetched CDA’s live register of illegal and unapproved housing schemes on 9 September 2026 and searched it: Margalla Enclave does not appear. The only similarly-named entry is Margalla Gardens on Lehtrar Road, an unrelated scheme. That is a real check on a live official list — and it is still not the same as an approval certificate. What does a 5 Marla plot cost?

PKR 21,434,375 as a lump sum on DHA’s official 3rd-ballot schedule, or PKR 25,000,000 on the 3-year quarterly plan with PKR 5,000,000 down. Both exclude DHA charges and government taxes, and a corner or park-facing plot carries up to 15% more under clause 13. Every size and plan.

Has the 3rd ballot result been announced?

Not as of 9 September 2026. The advertised last date to apply was 4 September 2026. We checked the official project site, which carries no draw date, and the result-checker URL used for the first two ballots, which returns a 404. DHA has extended dates on this project before, so silence is not the same as cancellation. What we checked, in detail.

Is possession available?

On selected streets of ME-2, since 21 May 2026. Nowhere else. DHA’s own FAQ still answers “under-development” when asked whether the project is developed. Clause 14 makes possession conditional on an announcement for your specific plot, full payment, and approval of your building design — all three. What is actually built.

Can overseas Pakistanis apply?

Yes, on a NICOP, into the same ballot as everyone else. There is no separate overseas quota, price or block in Margalla Enclave — if you are offered a plot in an “overseas block” here, that is not this project. The real difficulties are logistical: paying from abroad, and a payment clock that starts at the ballot regardless of your time zone. The overseas guide.

How much do I need on the day if I win?

Within 30 days of the ballot: 100% of the price on the lump-sum plan, or 20% down on an instalment plan — PKR 5,000,000 on a 5 Marla, PKR 9,800,000 on a 10 Marla, PKR 17,000,000 on a 1 Kanal, on the 3-year plan. The form’s own table prints 27 days for the 2-year plan. Miss it and the allotment cancels automatically. Have the money ready before the draw, not after.

What happens if I stop paying?

Clause 9: two consecutive missed instalments, a final instalment more than four months late, or an “inconsistent pattern” of payments triggers a 30-day notice. If you do not clear everything, the allotment is cancelled. Clause 10 then refunds what you deposited minus 20%, with DHA charges and taxes already paid not refunded at all, and no interest, within 120 business days. The full arithmetic.

Is it a good investment?

We are not going to answer that as a yes or a no, because anyone who does is guessing with your money. What we can give you is what the numbers actually show, what the real risks are, and what would have to be true for it to work. That page.

Why is the price I was quoted higher than your price list?

Three usual reasons. One: clause 13 adds up to 15% for a corner, boulevard or park-facing plot. Two: DHA charges and government taxes are excluded from the published price by the form’s own footnote. Three: if you are buying from an existing allottee rather than from DHA, you are paying a market premium over the ballot price, which is set by the seller and not by DHA. Establish which of the three you are being quoted.

Should I buy in ME-2 because it has possession?

Possibly — but verify it street by street. Possession was delivered on selected streets of ME-2, not the whole block, and clause 14 ties possession to an announcement for your specific plot. Before paying an ME-2 premium, get the street number and ask whether possession has been announced for that street. More on ME-2.

Is there really a lake?

Not yet. DHA’s own wording is that the Lake District is “envisioned” and “set to offer” a waterfront. Clause 17 permits management to alter the plan and amenities, and says such changes are not grounds for cancellation or refund. If you pay a Lake District premium, you are paying for an intention, and the contract explicitly protects the developer’s right to change it. More.

How many plots are there in total?

7,507 across all categories, of which 6,990 are residential, according to Table 3.1 of the Pak-EPA Environmental Impact Assessment prepared for the joint venture. It is worth knowing the denominator the next time someone tells you only a few plots remain.
